Beyond Regulation: Integrated Governance for Effective and Sustainable Water and Air Quality Improvement

Improving water and air quality is a prerequisite for public health, ecosystem sustainability, and economic productivity. However, having formal and relatively complete regulations doesn’t automatically guarantee environmental quality improvements. This article aims to explain why regulations alone are not enough and to identify a combination of governance mechanisms needed to achieve effective and sustainable water and air quality improvements, with a special focus on the Indonesian context. The study uses a purposive, iterative, and thematic qualitative literature review of reputable journal articles mainly published between 2020-2026, as well as relevant official policy documents. The synthesis shows five interdependent prerequisites: the quality and coherence of regulations; institutional capacity, oversight, and enforcement; monitoring infrastructure and control technology; funding and incentives that sustain long-term operations; and stakeholder participation and behavior change. Evidence from wastewater management, air quality, low-cost sensors, collaborative governance, and the Citarum experience shows that implementation failures often stem from fragmented authority, limited data and capacity, maintenance costs, unequal participation, and weak compliance. The article proposes an integrated governance framework that links legal standards with environmental and health performance measurements, accountability, validated technology, economic instruments, and collaboration. The main implication is that the effectiveness of policies should be judged by changes in water and air quality and health risks, not just by the existence of rules or the number of programs
