From Mandatory Certification to Value-Chain Transformation: Reassessing Indonesia’s ISPO Architecture for Global Market Legitimacy, Smallholder Inclusion, Ecological Integrity, and National Resilience

Indonesia’s Sustainable Palm Oil (ISPO) system is undergoing a fundamental transition from plantation-oriented certification toward an integrated sustainability architecture covering plantations, downstream palm-oil industries, and palm-based bioenergy. This qualitative literature review synthesizes peer-reviewed research published during 2020–2026 to examine whether this expanded architecture can reconcile global market legitimacy, smallholder inclusion, productivity improvement, ecological integrity, industrial upgrading, and national resilience. The literature indicates that certification can contribute to better environmental management, traceability, and selected socioeconomic outcomes, but certification alone does not guarantee substantive sustainability. Smallholder participation remains constrained by land legality, transaction costs, organisational capacity, finance, information asymmetry, and uneven incentives. Productivity improvement and replanting can reduce incentives for land expansion, although rebound effects require complementary land-use governance. Environmental outcomes depend increasingly on landscape-scale safeguards addressing deforestation, peatlands, biodiversity, water systems, and greenhouse-gas emissions
