Abstract

The development of online lending services has increased access to digital finance, but it has also given rise to illegal online lending practices that have the potential to harm consumers through the misuse of personal data, billing intimidation, and violations of consumer rights. This study aims to analyze the effectiveness of law enforcement against illegal online lending practices and its implications for digital consumer protection. The research uses a qualitative approach with documentation study techniques, regulatory analysis, and interviews with 12 informants consisting of academics, regulators, and legal practitioners. The data was analyzed thematically. The results of the study show that the main obstacles to law enforcement include the complexity of digital jurisdiction, low public legal literacy, and limited supervision of digital platforms.
