Implementation of the Annual Session of The MPR from A Constitutional Perspective

This paper adopts a descriptive-analytical design intended to map out the annual session from a constitutional standpoint, drawing on normative legal research supported by statutory, conceptual, and historical approaches. The analysis concludes that the annual session already rests on solid ground both as a matter of constitutional law and as an established constitutional convention — and that it plays an indispensable part in the MPR's function as the embodiment of popular sovereignty, since it gives state institutions a channel through which to account to the people, the true holders of sovereign power. Even so, the legal architecture surrounding the existence and operating mechanism of the annual session still needs to be reinforced, so that every state institution genuinely internalizes its duty and the significance of reporting its performance to the people through the MPR.
